Setuptools 82 removed pkg_resources, but older U-Boot Binman versions
still use it. Package the standalone PyPA snapshot so these consumers
can keep working when setuptools is updated.
Add a small setuptools pyproject.toml to build the module from its
repository-root layout, and include the license addition proposed
upstream. Supply packaging, jaraco.text and platformdirs explicitly,
as the standalone module imports all three at runtime.
Add a host runtime test covering resource access, dependency resolution
and cache lookup.

U-Boot configurations selecting BR2_TARGET_UBOOT_NEEDS_PYTHON3 already
depend on host-python-setuptools, which provided pkg_resources before
its removal in setuptools 82.
Add the standalone host package under the same condition to preserve
pkg_resources availability for older U-Boot releases and vendor trees,
including versions whose Binman still imports it.

I'd still like a separate option. We need pkg_resources as a "least bad"
solution so old U-Boot versions build without Buildroot getting stuck on
old setuptools, but otherwise it should not be used at all. I know that
means defconfigs will break until updated to use that option (or
hopefully a current U-Boot version), but that seems better to me than
dragging it into every U-Boot build that uses Python.

Yeah, I'm thinking it probably makes more sense to split it out as a
separate follow up however.

That works for me, too.
We could also add an option with "default y" and warn defconfig
developers that it will be flipped to default off at a certain time.

Thanks for your work on this topic! Shouldn't this patch come last in
the series? Indeed, if you bump setuptools, you break the U-Boot
build, and the whole reason of the series is to figure out a solution
to this problem before bumping setuptools, no?
Thanks!

So I did it this way intentionally because older setuptools bundles
pkg_resources and I didn't want to have a potential situation where
we essentially have two different buildroot package installing code
that has the same pkg_resources namespace.
