Patch pkgconf.mk for new upstream source location

The pkgconf package uses distfiles.dereferenced.org as the location of the
upstream source files, which is no longer responding. The project is having
issues with ownership of that domain and has changed the archive location to a
different server (https://distfiles.ariadne.space/pkgconf). The details can be
found in this bug post:

The project page now lists distfiles.ariadne.space as the location for the
release tarbals:

   https://github.com/pkgconf/pkgconf
