Add libav package

libav is a fork of ffmpeg which appears to be actively in development.  It is
also required for omapfbplay, which I need for my project and is thus the
reason to submit it as a new package.

This bug will be closed as the policy for new packages is to send them on the
mailing list. 

If you are still interested in getting this patch integrated, please rebase it
on top of current Buildroot master and send it to the mailing list.
Note that in any case, we have listed this request in the Buildroot TODO list
at
http://elinux.org/Buildroot#Packages
