Hi Peter,

the release was labelled as bugfix release:
https://www.php.net/archive/2019.php#id2019-07-04-1

Regarding whether this qualifies for a backport I am unable to answer the 
question because I do not know which policies are in place here, sorry, 
so please decide for yourself.
