Adding Config.h fomr a cvs ckeckout fixed it.

i turned on these options under packages:

[*]  dhcp server
[*]  dhcp relay
[*]  dhcp client

It has obviously been fixed. This bug should be closed (Yes, I tested this
now aswell).
