[PATCH 02/22] ethdev: promote module EEPROM API to stable

rte_eth_dev_get_module_info() and rte_eth_dev_get_module_eeprom()
were added in v18.05 to report SFF module identification and dump
the module EEPROM. Both are widely implemented by PMDs and their
signatures have not changed since they were introduced.
