[PATCH 07/22] ethdev: promote link speed helpers to stable

[Stephen Hemminger <stephen@networkplumber.org>]

rte_eth_link_speed_to_str() and rte_eth_link_to_str() were added in
v20.11 to give applications a common way to format link information
instead of open coding it. Both are unchanged since.
