The I40E driver needs to stop being so chatty.

I40E_DRIVER: i40e_set_tx_function(): Using Vector AVX2 (port 0).

The DPDK dumpcap program calls rte_eal_init with --log-level notice
so driver should be quiet. The severity of this message should be debug.
