The dumpcap duration option which captures for a time interval has several
bugs.
- although it takes fractions of seconds as option, everything is truncated to
seconds. I.e duration of 1.2 becomes 1 second, and .5 becomes 0 (infinite)
- the comparison with time for completion has off by one bug so that a capture
for 10 seconds actually captures 11 seconds.
