[PATCH] Handle missing [gs]etcap tools

[PATCH] Handle missing [gs]etcap tools

[Jan Kara]

Add proper requires for getcap and setcap tools to tests that need them.
Also define standard variables GETCAP_PROG and SETCAP_PROG.
