While review is being progressed, i would like to bring notice to the observed 
behavior on KBL gen9. It takes around 2~4 seconds to disable "DC Off" power well
after vblank disable. This will fail the DC states verification with PSR test.
Is this really an issue to fix or we need to increase the wait time in igt test.
