[core-for-CI] Revert "ICL HACK: usb/icl: Work around ACPI boottime crash"

This reverts commit 8d16a118950c ("ICL HACK: usb/icl: Work around ACPI
boottime crash").

There shouldn't be any ICL RVP's in CI anymore.
