maybe we should rename
GUC_KLV_VGT_POLICY_ENGINE_GROUP_MAX_COUNT
to
GUC_MAX_ENGINE_GROUPS
and make it independent from KLVs and define like we have
GUC_MAX_ENGINE_CLASSES
