[PATCH] qemu vfio-pci: Move devices to D0 on reset

[PATCH] qemu vfio-pci: Move devices to D0 on reset

[Alex Williamson]

Guests may leave devices in a low power state at reboot, but we expect
devices to be woken up for the next boot.  Make this happen.
