Is there any graphical interface ( I prefer webbased) to tc ? Anybody
working on it?

I have some scripts :

I'm rewriting them (http://home.docum.org/qos/), but you can download
the old 
scripts.  I use rrd to create the graphs.  Mail me if you want more 
information.
