how can I identify huge downloads on link  to automticly move them to low priority queue ?   somethink like combination rate and duration of session

You need to keep track of a TCP session and identify the session which is
downloading huge files and move them to a lower priority.

You can consider using Netflow exports from router or use a Netflow
compatible probe. You can also consider using Netramet, which will give you
TCP session tracking.
