Yes, I agree with you.
I made that suggestion too (because it's really the same problem)
but uprobes people are concerned that it's too much of an overhead:

FTTC broadband for 0.8mile line: now at 9.7Mbps down 460kbps up... slowly
improving, and getting towards what was expected from it.
