[PATCH v4 1/9] dt-bindings: phy: aspeed: Add ASPEED PCIe PHY

Introduce device-binding for ASPEED AST2600/2700 PCIe PHY.
The PCIe PHY is used for PCIe RC to configure as RC mode.
