Hey Frank 

had a similar problem on my acer Ferrari 3000… I could not turn the
Bluetooth (led) on or off whit the button on the side, but if I booted up in
windows it was on when I booted in to Linux (and Bluetooth worked).. I
solved by using acerhk module…  if this is the problem you should look for a
hot key module for your dell…

Did you enable the WiFi/Bluetooth switch on the left side
of the box?
