edit your hcid.conf  and modify:

        # Default link policy
        #   none    - no specific policy
        #   rswitch - allow role switch
        #   hold    - allow hold mode
        #   sniff   - allow sniff mode
        #   park    - allow park mode
        #
        #lp hold,sniff;
        #
        lp hold,sniff,park,rswitch;
