[ANNOUNCE] ndctl v78

A new ndctl release is available[1].

This release incorporates functionality up to the 6.5 kernel.

Highlights include fixes to cxl-monitor and ndctl-monitor, a new
cxl-update-firmware command, various documentation fixes, and a new unit
test for cxl events.
