Add interconnect dt-bindings and RPM-based interconnect driver support
for Qualcomm Shikra SoC.

Device tree changes aren't part of this series and will be posted
separately.

Add driver for the Qualcomm interconnect buses found in Shikra
based platforms. The topology consists of several NoCs that are
controlled by a remote processor that collects the aggregated
bandwidth for each master-slave pairs.
