[PATCH] mtd/of: allow MTD_OF_PARTS and MTD_PHYSMAP_OF config to others

[PATCH] mtd/of: allow MTD_OF_PARTS and MTD_PHYSMAP_OF config to others

As devicetree support is added to more arch, these config should
be allowed to other arch.
