We are missing a 'depends on ECAM' here, because when I happened to 
enable for ARM builds I am getting errors like ...

  drivers/pci/controller/pcie-tegra264.c:485:(.text+0x320): undefined
   reference to `pci_ecam_free'
  drivers/pci/controller/pcie-tegra264.c:431:(.text+0x880): undefined
   reference to `pci_generic_ecam_ops'
