Is this only on a warm boot? I've noticed that a warm boot is
much slower than a cold one on my BigSur, for whatever reason.

How much slower? Here it simply happens that EFI prompt won't even show on a
warm reboot. Cold reboots are OK.

I've never measured the delay, but it's at least 2 minutes. I thought
it was hung until I waited long enough.

I noticed this recently when I upgraded from a B1 stepping cpu to a B3
stepping cpu. I assumed that I simply need to flash my bios to something
more recent but I haven't tried that since I haven't yet got access to
Intel's support site.
