Other then obtaining a high end server for nearly $10K and gutting it, is there any way to obtain any hardware to actually test ia64 code on in a modest one-man shop?

Are you asking whether there are any workstations for sale? If so,
yes there are. For example, from HP you can get the i2000. It isn't
cheap: a 733MHz Itanium w/1GB RAM lists at $7995, but it's a nice
machine. For more info, see:
http://www.hp.com/workstations/products/itanium/i2000/summary.html
Or are you looking for remote access to an ia64 machine?
