We have Red Hat Advanced Server 2.1 Linux and we would like to know if it
has a 32bit development and runtime environment.

Yes, there is a runtime environment in: /usr/i386-glibc22-linux/lib.
For a development environment, you can get it from the Redhat Advanced
Server 2.1 for IA-32 CD.
