It is a Red Hat project. See the elfutils package in Red Hat Linux 9.
I don't know of any place else to get it.
RHL8 has a libelf package, but that is something different.

For what it's worth, Debian has a libelf package. Not that this helps
with United Linux...

consumer SuSE, at least, has a libelf package.
But nothing seems to use it... and it looks like
it hasn't made it over to UL, which means no ia64
version.

I looked at the Debian package, it is the wrong one. The SuSE package
is probably the same wrong one.
There is a libelf project that Ulrich Drepper is working on, which he
hopes will replace the bfd library in binutils some day. Quite a few
people have heard of this by now.
There is also a libelf project that was written by Michael Riepe, Uni
Hannover. I'd never heard of this one before today, and I doubt many
others have either. This is the one in RHL8, and Debian.
Ulrich's project is very much a Red Hat project. The only way to get it
that I know of it to get an RPM from Red Hat. This will have to change
if he wants to replace bfd, but that is the way it is for now. This is
in the elfutils package, even though everyone calls it libelf, probably
to try to avoid confusion with the other libelf project.

Debian ia64 includes a libelf that seems to work
just fine.

For some definition of "wrong". ;-)

Yes, I've heard of it many times before, though not as "libelf".

AFAIK, it's a fairly standard interface. I certainly have known about
it for years and I suspect many others do, too.

Yes.

I looked at the source code of elfutils and it seems to me that the
libelf.h/libelf.so included there is API-compatible with the libelf by
Michael Riepe (which is good, I suppose...).

Speaking from my experience only, I've moved (ported is not the word)
some code for reading symbols out of elf files that used libelf from
HPUX to Linux ia32 and ia64 using this library both on Debian and RedHat
(using the rpms available at rpmfind.net for RedHat ia32 and ia64).
No source changes were necessary, it worked "out of the box." That says
something for the standards aspect of this "wrong" software.
I hope the replacement that RedHat is working on will produce the same
excellent results.
Alex
