I have checked out the latest 2.4 kernel sources and tried to run it on
my Malta board with an IDE disk, but fsck fails.
EPC points at __wake_up, which is called from __alloc_pages.
Has anyone encountered a similar problem ?

The problem turned out to be a compiler/binutils bug.
I'm using
ftp://oss.sgi.com/pub/linux/mips/crossdev/i386-linux/mipsel-linux/binutils-mipsel-linux-2.9.5-3.i386.rpm
and
ftp://oss.sgi.com/pub/linux/mips/crossdev/i386-linux/mipsel-linux/egcs-mipsel-linux-1.1.2-4.i386.rpm
, which seems to be the latest on the SGI FTP server.
What are the recommended toolchain ?

I won't use them myself. They are known to be broken.

The toolchain from my RedHat 7.1 mips port is in reasonably good shape.

Exactly the binaries which I put on oss. I know that in the meantime
various problems with them have shown up so I'm waiting for the next
official binutils release to replace them.

Hrm... Looks like I'm getting bitten by this bug also.
I'm using H.J.'s toolchain RPMs for building the userspace
applications, but the same tools as Carsten for building the kernel.
I guess that combination doesn't work, either.
Unfortunately, the RPMs that H.J. has put on oss.sgi.com won't install
on my system -- wrong version of RedHat. And I don't see the source
to his toolchain RPMs, so I can't rebuild it myself for the local
libraries.
Any suggestions on what the best approach is?

As an aside, it looks like you can't rebuild this from source without
gettext installed, but that isn't a pre-req given in the spec file.
It looks like there is code to detect gettext and substitute a local
copy if it's not available, but that code doesn't seem to work right.

There are many things left out, like gcc, binutils, glibc-devel, .....
I don't like to list all of them. It should be no different to
bootstrap gcc.
