I've now got Foxpro running on Dosemu 1.1.4 in an xdosemu session.
Unlike the previous version used (1.1.3.7), xdosemu in a VNC terminal
under 1.1.4 does not show the IBM block graphics correctly. I have
included $_term_char_set = "ibm" and the graphics characters display
correctly under xdosemu but not xdosemu displayed on VNC. Are there new
settings in ~/.dosemurc or in VNC itself I need to change?

$_term_char_set is mostly meant for terminals ("dosemu"); it does not
affect the visibility of block characters in xdosemu (ie, "DOS in a BOX").
Do you have the vga font available under VNC, ie., can you use
xterm -font vga
?
If you did "install_systemwide" instead of "make install" your fonts
are probably not setup correctly.
Maybe this could do the trick for the setup you described yesterday:
xset +fp /usr/local/dosemu/Xfonts
