 have dosemu-1.3.1.0 compiled by me on a linux system with Xorg 6.8.2 and
it works fine. I don't know the compile time options (I could have
compiled it without
mitshm), and ldd shows:

 ldd /usr/X11R6/lib/libXxf86vm.so.1
    libXext.so.6 => /usr/X11R6/lib/libXext.so.6 (0xb7fda000)
    libX11.so.6 => /usr/X11R6/lib/libX11.so.6 (0xb7f0e000)
    libc.so.6 => /lib/tls/i686/cmov/libc.so.6 (0xb7dda000)
    libdl.so.2 => /lib/tls/i686/cmov/libdl.so.2 (0xb7dd7000)
    /lib/ld-linux.so.2 => /lib/ld-linux.so.2 (0x80000000)

You are missing libXext.so.6 ( which is in the xorg-x11-libs package).
What does ldd /usr/X11R6/lib/libXxf86vm.so.1 say and what does
rpm -ql xorg-x11-libs | grep ext
says ?
