This email announces the official release of ktls-utils 1.3.1. This
release is a FIXES release based on ktls-utils 1.3.0, which was released
in October of 2025. The fixes include:

 - Fix dual-certificate regression in keyring-based cert retrieval
 - Restore QUIC session ticket handling with current GnuTLS releases
 - Send fatal alert when server x.509 handshake configuration is invalid
 - Detect missing ML-DSA support in GnuTLS at runtime
 - Plug session leak on x.509 server handshake error paths
 - Fix systemd unit installation for out-of-tree builds
