Conflict between pci/controller/dwc, which renamed PCIE_PORT_LANE_SKEW
to PORT_LANE_SKEW, and pci/controller/dwc-rcar-gen4, which added uses
of PCIE_PORT_LANE_SKEW in rcar_gen5_pcie_init().
Fixed the merge conflict locally.
