[PATCH] riscv: mm: Fix prototype to avoid discarding const

[Samuel Holland]

__flush_tlb_range() does not modify the provided cpumask, so its cmask
parameter can be pointer-to-const. This avoids the unsafe cast of
cpu_online_mask.
