Now that 4.13 is out, we are looking into our crystal ball for the next LTS kernel and the next -rt-devel patchset. Assuming the 4.14 merge window closes sometime in November, would we expect a 4.14.y-rt branch sometime in January?

This depends whether or not v4.14 gets its LTS hat.
