[PATCH V2 4/8] scsi: ufs: core: Move ufshcd_enable_intr() and ufshcd_disable_intr()

Move ufshcd_enable_intr() and ufshcd_disable_intr() so they can be called
in subsequent patches without forward declarations.

No functional change.
