MP3 Decoder

I am looking for a mp3 decoder library for linux to include into my program.

You should be able to seek to any point and start playing.
Very nice would be a slow-motion-playing function(more time needed to play
voice, but same pitch!!!!)

Take a look at XMMS (assuming you're using a GUI).
