[RESEND PATCH] arm64: defconfig: Enable cros-ec and battery driver

Enable the ChromeOS Embedded Controller, its I2C tunnel driver, and
the BA27XXX battery driver. These are all used on the Tegra210 Smaug
platform.

resolved.
