[PATCH 1/3] usb: chipidea: udc: add CI_HDRC_CONTROLLER_PULLUP_EVENT event

The device controller will send CI_HDRC_CONTROLLER_PULLUP_EVENT event
when it's going to pullup or pulldown data line.
