Please check if vanilla 7.3-rc3 or later is still affected. If it is, attach a
dmesg from 7.3 and a working kernel (ideally vanilla, too); and if no developer
shows up within a few days with an idea what's wrong, please use a git
bisection to identify the culprit.

I wonder if this could be a firmware side issue, but you said this started
after a kernel update so I guess git bisection is useful.
When you do test mainline and bisect, could you also test this attached patch?
I suppose when UCSI_GET_PDOS fails we could reset PPM and retry the read once.
Also, did you perform a firmware or bios update around same time?

updates: no updates where done before the bug appeared.

Update: I'm now on 7.2.9-1-cachyos (not vanilla mainline, so I
haven't tested 7.3-rc yet).
On hotplug the charger now ends upcharging, but the state is unstable for a few
seconds.
udevadmmonitor -s power_supply after plugging in the original Dell adapter
shows within ~6 s: 4 change events for ucsi-source-psy-USBC000:003,
1 for AC and 2 for BAT0 (I saw "not charging" briefly, then charging,
flipping twice).
dmesg shows "ucsi_acpi USBC000:00: UCSI_GET_PDOS failed (-5)" not only
at boot but on plug-in as well; the latest one (409.498) is logged
right after the AC change event at 409.34, so it coincides with the
hotplug.
Earlier today it stayed "not charging" on the same kernel
(at about 70% battery, it is allowed to charge up to 80%), so the problem is
intermittent.
I'm about to test mainline and patch today and report back.

Tested mainline 7.3.0-rc6-1 (Arch AUR linux-mainline, unpatched, default
config)
Result: no change compared to 7.2.9.
- dmesg: "ucsi_acpi USBC000:00: unknown error 0" followed by "UCSI_GET_PDOS
failed (-5)" at boot (9.2 s) and again when plugging in AC while running (396.2
s, coincides with the AC event at 396.3 s).
- The desktop battery status flaps on plug-in: plugged in -> not charging ->
charging (3 changes). BAT0 ends up as "Charging".
- udevadm monitor --subsystem-match=power_supply: 4 changes of
ucsi-source-psy-USBC000:003 within ~6 s, 1x AC, 2x BAT0 (identical to 7.2.9).
udevadm monitor --subsystem-match=power_supply (AC plugged in at ~396 s):

[ 396.214454] ucsi_acpi USBC000:00: UCSI_GET_PDOS failed (-5)
Next I will test 7.3.0-rc6 with the "Reset if Error" patch (attachment 310869).

--- Comment #7 from SpliNter (splint.em85@gmail.com) ---
Tested 7.3.0-rc6 with the patch.
Kernel: Arch linux-mainline 7.3rc6-2 with the patch added, default config
(uname: 7.3.0-rc6-2-mainline-dirty).
Summary: charging works on plug-in with and without the patch (as it already
did on 7.2.9). The remaining symptoms (UCSI error, status flapping) are not
changed by the patch.
- AC plugged in while running (~352 s uptime): "ucsi_acpi USBC000:00: unknown
error 0" + "UCSI_GET_PDOS failed (-5)" appears twice (352.38 s and 352.87 s).
Unpatched 7.3.0-rc6 had it once at the same event (396.2 s).
- No UCSI error at boot this time (unpatched: one at 9.2 s). This is a single
boot, so I would not read much into it.
- udevadm monitor --subsystem-match=power_supply: identical to the unpatched
run: 4 changes of ucsi-source-psy-USBC000:003 within ~6 s, 1x AC, 2x BAT0.
- The desktop battery status flaps on plug-in: "plugged in but discharging" ->
"not charging" -> "charging" (3 states).
BAT0 ends up as "Charging", so the battery does charge, which fixes my issue.
Unpatched 7.3.0-rc6 and 7.2.9 behave the same.
Thank you for the effort.
