The PIC64-HPSC/HX MDIO interface is only present on Microchip
PIC64-HPSC/HX SoCs. Hence add a dependency on ARCH_MICROCHIP, to
prevent asking the user about this driver when configuring a kernel
without Microchip SoC support.
