This patch extracts some of the stuff that Ingo uses for the O(1)
scheduler and makes it avalable in linux/prioarray.h, so that it
can be used by other parts of the kernel. 

It's main use right now is by the pfutex patch, that implements
priority based futexes.

Caveats:

 - Ugly kludge in sched.h to include prioarray.h ...
