[LTP] [PATCH 2/2] syscalls/vmsplice: Add NONBLOCK testcase

Add a testcase for vmsplice() with the flag SPLICE_F_NONBLOCK.
And also test that vmsplice() blocks when writing to a full pipe
without the flag specified.
