The patch titled
     vmscan: synchronous lumpy reclaim should not call congestion_wait()
has been added to the -mm tree.  Its filename is
     vmscan-synchronous-lumpy-reclaim-should-not-call-congestion_wait.patch

Before you just go and hit "reply", please:
   a) Consider who else should be cc'ed
   b) Prefer to cc a suitable mailing list as well
   c) Ideally: find the original patch on the mailing list and do a
      reply-to-all to that, adding suitable additional cc's

Subject: vmscan: synchronous lumpy reclaim should not call congestion_wait()

congestion_wait() means "wait until queue congestion is cleared". 
However, synchronous lumpy reclaim does not need this congestion_wait() as
shrink_page_list(PAGEOUT_IO_SYNC) uses wait_on_page_writeback() and it
provides the necessary waiting.
