Subject: revert "Revert "mm: remove __GFP_NO_KSWAPD""

It apepars that this patch was innocent, and we hope that "mm: avoid
waking kswapd for THP allocations when compaction is deferred or
contended" will fix the final kswapd-spinning cause.
