The way WoL works has been changed in phylink recently. Many MAC
drivers got it wrong, so we tried to make it easier by putting as much
business logic as possible into phylink.

So i would suggest you do a minimal fix for your issue, but also for
net-next try to rework WoL to make full use of phylinks code. So two
independent patchsets.
