raw_sendmsg
ip_append_data(..., transhdrlen==0, ...) // !inet->hdrincl
Parameter "transhdrlen" of ip_append_data() equals to 0 in raw_sendmsg()
not sizeof(struct icmphdr) as in ping_v4_sendmsg().
