[patch] update-rc.d: point SRC_URI to new devel repo

handhelds.org cvs is down and doesn't seem to be coming back.
update-rc.d now has a new upstream home, point SRC_URI to that.

Applied, thanks (when I can push to the repo).

I had to apply this manually as something was wrong with this patch...
