Add a check to make sure that KCONFIG_CONFIG_ROOTDIR and
KCONFIG_CONFIG_ENABLE_MENUCONFIG are being set correctly in the
different cases.
A recent commit [1] showed that we were missing a check for the
correctness of these variables.
