I've narrowed down the reproducer to just:
MACHINE = "qemumips64"
require conf/multilib.conf
DEFAULTTUNE = "mips64-n32"
MULTILIBS = ""
(If you remove the require conf/multilib.conf then things work.)
I'm going to continue to investigate.
